Richard J. Millies
Vice President for International Strategy and Business Development
ROCKVILLE, Maryland – BAE Systems has named Richard J. Millies as vice president of International Strategy and Business Development. Millies will also advise the company’s leadership regarding U.S. government policies toward defence equipment sales, politico-military affairs and technology transfer issues. He will report directly to Tony Ennis, senior vice president, International Marketing.
“Rich brings extensive experience working on international affairs issues for both the government and the U.S. Air Force,” said Tony Ennis, BAE Systems Inc. senior vice president for International Marketing.
Millies most recently served as Deputy Director of the Defense Security Cooperation Agency. Previously, he served as Director of Policy for the Office of the Under Secretary of the Air Force for International Affairs. In this position, Milles was responsible for foreign military sales policy, armaments cooperation, technology transfer and international airman programs such as attaches and exchange officers.
From 1996-2000, Millies directed the Foreign Disclosure and International Technology Transfer program for the Department of the Air Force. Between 1992 and 1996, he was the Chief of Foreign Disclosure Policy in the Air Force Office of International Affairs. Starting as an Air Force civilian in 1985, he worked international technology transfer issues within the Office of the Vice Chief of Staff of the Air Force.
Before his U.S. Air Force civilian career, Millies serviced as a foreign area intelligence analyst and program evaluator for the Drug Enforcement Administration, as well as a logistics war planner with Military Sealift Command. Millies also spent four years on active duty with the Air Force and 20 years as a Reserve Officer.
Millies attended Fordham University on an Air Force ROTC scholarship, he received a Bachelor of Arts degree in political science from Fordham University. He earned his first master’s degree in business administration from Southern Illinois University. He earned a second master’s degree from Georgetown University School of Foreign Service. Millies also completed the program for Senior Officials in National Security at Harvard University, Kennedy School of Government and was a fellow in the Massachusetts Institute of Technology Seminar XXI Program.
